on Children’s Theatre Cooperation Development
（2019年7月9日 July 9, 2019）
2019年7月6日至9日，“國(guó)際兒童戲劇合作與發(fā)展論壇”于第九屆中國(guó)兒童戲劇節(jié)期間在中國(guó)北京舉行,20個(gè)中外兒童戲劇節(jié)的70多位代表圍繞“戲劇節(jié)改變生活”進(jìn)行了熱烈討論。與會(huì)代表本著“資源共享、互利共贏、密切合作、共同發(fā)展”的原則，發(fā)出如下倡議（簡(jiǎn)稱(chēng)《北京倡議》）。
2019 International Forum on Children’s Theatre Cooperation Development was held in Beijing, China from July 6 to 9, 2019 during the 9th China Children’s Theatre Festival. Focusing on the theme of “Theatre Festival Changes!”, more than 70 delegates from 20 children’s theatre festivals of both China abroad had heated discussions. Based on the principles of Resources Sharing for Mutual Benefits Win-Win Cooperation, Working Hin hfor Common Development, all the participants of the Forum have reached the following initiatives (“Beijing Initiatives” for short):
第一、加強(qiáng)各國(guó)兒童戲劇節(jié)之間的交流與合作。各國(guó)兒童戲劇節(jié)和劇院之間，應(yīng)深化溝通、交流與合作，努力推動(dòng)各國(guó)兒童戲劇節(jié)實(shí)現(xiàn)可持續(xù)發(fā)展，讓?xiě)騽」?jié)成為提升少年兒童生活品質(zhì)的基礎(chǔ)性文化工程。
1. Strengthening international exchanges cooperation among different children’s theatre festivals: Festivals troupes of TYA in different countries can strengthen mutual communication, exchanges cooperation to achieve a sustainable development of each festival, making festival a fundamental cultural project to improve children’s life quality.
第二、共享各國(guó)兒童戲劇節(jié)劇目資源。各國(guó)兒童戲劇節(jié)應(yīng)聯(lián)手建立藝術(shù)資源庫(kù)，在此基礎(chǔ)上，互相推薦能代表本國(guó)文化特色的優(yōu)秀劇目，參加其他國(guó)家舉辦的兒童戲劇節(jié)，讓少年兒童在本國(guó)就能欣賞到各國(guó)兒童戲劇的風(fēng)采。
2. Sharing international children’s theatre productions resources: Children’s theatre festivals of different countries should establish an Art Resources Database jointly, based on which we recommend good children’s theatre productions with distinctive cultural characteristics to each other, enabling young audiences to enjoy more foreign shows from different parts of the world locally.
第三、鼓勵(lì)兒童劇創(chuàng)作和演出版權(quán)互讓。倡導(dǎo)各國(guó)采取創(chuàng)作和演出版權(quán)互換的方式，相互搬演展示各國(guó)文化特色的優(yōu)秀兒童戲劇作品，促進(jìn)各國(guó)文化藝術(shù)在互學(xué)互鑒中不斷發(fā)展。
3. Encouraging copyright transfer on both the creation production of children’s theatre: We advocate producing performing quality foreign children’s theatre productions through international copyright transfer on the creation production of children’s theatre to promote continuous developments of different cultures arts through exchange mutual learning .
第四、推動(dòng)各國(guó)藝術(shù)家和藝術(shù)機(jī)構(gòu)聯(lián)合創(chuàng)作劇目。各國(guó)都有各具特色的文化資源，要?jiǎng)?chuàng)造機(jī)會(huì)讓不同國(guó)家的藝術(shù)家和劇院聯(lián)合創(chuàng)作、制作劇目，打造兼具本國(guó)特色和國(guó)際風(fēng)范的優(yōu)秀作品，促進(jìn)各國(guó)兒童戲劇的共同發(fā)展。
4. Facilitating co-creation co-production of artists artistic institutionsworldwide: Each country has its own distinctive culture, we can provide more opportunities for artists institutions from different countries to co-create co-produce more great shows for children with both their own cultural characteristics international features to promote the common development of children’s theatre in the world.
第五、促進(jìn)各國(guó)青少年之間的交流。各兒童戲劇節(jié)之間應(yīng)當(dāng)分享青少年戲劇教育方面的經(jīng)驗(yàn)，同時(shí)，通過(guò)在戲劇節(jié)上舉辦夏（冬）令營(yíng)和其他藝術(shù)活動(dòng)，增進(jìn)各國(guó)青少年之間的相互了解，讓他們更加健康快樂(lè)地成長(zhǎng)。
5. Enhancing exchanges among children from different countries: Festivals of different countries can share experience in theatre education for children with each other; meanwhile, through organizing summer (winter) camps other artistic activities to improve mutual understanding among children from different countries, to help them grow up happier healthier.
第六、籌備建立“國(guó)際兒童戲劇節(jié)聯(lián)盟”。各國(guó)和各地區(qū)兒童戲劇節(jié)應(yīng)按照“共商、共建、共享”的理念，適時(shí)建立兒童戲劇節(jié)之間的合作平臺(tái)，構(gòu)建各兒童戲劇節(jié)之間“人員互訪、劇目互演、聯(lián)合創(chuàng)作”的聯(lián)動(dòng)機(jī)制，深化各國(guó)兒童戲劇節(jié)之間的合作。
6. Preparing to establish the International Partnership on Children’s Theatre Festivals: In accordance with the concept of Extensive Consultation, Joint Contribution Shared Benefits, festivals in different countries areas can establish a cooperation platform on children’s theatre festival, building a interconnected mechanism of “mutual visits of personnel, Productions Exchanges Joint Creation” among different festivals, to deepen international cooperation between children’s theatre festivals of different countries.
